Commercial Gutter Cleaning in Charleston Is a Drainage Problem

Nobody looks at a commercial gutter until water is in a tenant's suite. What clogs them here, what the code assumes about blockage, and how often to clean.

The ceiling tile gives it away. A tenant calls about a brown ring in a suite, and somebody pulls maintenance records on a roof that was fine last month. The roof is probably still fine. Water got in because drainage on that roof stopped moving water fast enough, and nobody had looked at it in a while.

Direct answer: gutters, downspouts, interior roof drains and scuppers are one drainage system, and cleaning them is maintenance on that system, not curb appeal. The Insurance Institute for Business and Home Safety tells business owners to inspect and clean the roof drainage system at least twice a year, spring and fall, and more often where tree leaves have clogged it before. That is the floor. Adjust up for what hangs over the roofline and what shape the roof cover is in.

What actually ends up in a commercial gutter here

Leaves and twigs, sure. What people miss is the roof feeding its own gutter. IBHS says drainage systems should be free of debris including granules from roof covers, naming modified bitumen on flat roofs and asphalt shingles on steep slope roofs, and warns that accumulated granules can alter the slope of the gutter and impede the gravitational flow of water. You feel that grit when you scoop it.

Contractors are the other one. IBHS says to remove anything left behind by contractors and to inspect after any roof-related contractor work; their example photo shows an interior drain blocked by leaves and a piece of wood. Near the water our crews also pull marsh grass and pine straw, though I have no regional data on that, so no percentage from me.

Cutting the tree is usually not on the table. The City of Charleston defines a grand tree as 24 inches or greater in diameter at 4.5 feet above grade, excluding pines and sweet gums, and a protected tree as 8 inches or greater, with a permit process for removal. Call the zoning department for your parcel before anyone quotes you tree work.

Charleston rain does not arrive politely

Start with the number everyone quotes wrong. NOAA's 1991 to 2020 normals put annual precipitation at 52.51 inches at Charleston International Airport and 44.26 inches at the downtown Charleston City station. Same city, more than eight inches apart, so any bid quoting a Charleston rainfall figure without naming a station is quoting marketing. It also lands in summer: airport monthly normals top 6 inches in June, July, August and September, against 2.66 to 3.37 inches November through May.

Rate matters more than volume. NOAA Atlas 14 puts the 10-year, 1-hour depth at the Charleston airport point at 2.89 inches and the 100-year, 1-hour depth at 4.30 inches. Bursts are worse: the 10-year, 15-minute depth is 1.53 inches, roughly 6.1 inches per hour across that quarter hour (my conversion, not a NOAA figure). Two caveats an engineer will raise. The volume covering South Carolina is Version 3.0, published 2004 and revised 2006, and NOAA says Atlas 15 will supersede it for the contiguous United States on publication, with preliminary lower-48 estimates due September 2026 and publication in 2027.

A gutter half full of wet granules does not fail in a normal week. It fails in the fifteen minutes that count.

Flat roofs have drains and scuppers, and the code assumes they clog

Behind a parapet there are no gutters, just a primary drainage system and a secondary one. The 2021 International Plumbing Code treats the secondary as a given: Section 1108.1 requires that where roof drains are required, emergency overflow drains or scuppers be provided wherever perimeter construction would trap water if the primary drains back up, and Section 1108.3 sizes that secondary system without counting any flow through the primary at all.

Section 1108.2 is the one to tape to the wall. The secondary discharge has to be separate from the primary and above grade, where it would "normally be observed by the building occupants or maintenance personnel." Water pouring out of a scupper in a thunderstorm is not the building working. It is the building telling you the primary drain is blocked, and telling your tenants at the same time.

The structural side is blunter. The 2021 IBC rain load provision, Section 1611.1, quoted by Sandra Hyde, P.E. in STRUCTURE magazine, requires each portion of a roof to be designed for the rainwater that accumulates if the primary drainage for that portion is blocked, plus water rising above the secondary inlet at design flow. Blockage is not the emergency case in that code. It is the design case.

South Carolina and the City of Charleston enforce the 2021 editions, effective January 1, 2023, so confirm the adopted edition with your building department before anyone quotes a code section at you. Code governs design and sizing. Nothing in the sections above sets a cleaning interval. Whether some other code your jurisdiction has adopted says anything about maintaining drainage is a question for your building department, not for me.

What the overflow does to the wall below

IBHS is direct about the point of the system: gutters and roof drains move water during heavy rain to reduce the risk of interior water damage from water backing up into the roof, and the same components cause damage when they are not maintained.

What we watch happen is fascia, then soffit, then the wall assembly below getting wet on a schedule. With face-sealed or barrier EIFS it is worse. Joseph Lstiburek of Building Science Corporation writes that face-sealed EIFS is inherently defective and unfit for use as an exterior cladding system where moisture-sensitive components sit behind it with no provision for drainage, or in assemblies without adequate drying. He is equally clear that drainable EIFS does not carry the same limitation. If nobody at your company knows which system the building has, ask the construction documents or an envelope consultant.

Then it becomes a lease argument

Water reaches a tenant's ceiling or a tenant's inventory and it stops being a maintenance line item. It is a claim, and right behind it comes the question of who was supposed to maintain the roof drainage.

I will not tell you what your lease says. Some leases put roof and structure on the landlord and everything inside the demised premises on the tenant; some triple net arrangements push the work and its cost through to tenants; management agreements sometimes set their own maintenance frequencies. Read the document, and if there is a claim, that conversation belongs to your attorney and your carrier. The same ambiguity shows up at ground level, which is why I wrote a post on whether the tenant or the landlord cleans the storefront sidewalk.

What helps is a dated record: every service, what was found, photos before and after. Across a portfolio that is the case for putting drainage on a calendar instead of an emergency call, and it is most of what our Property Management Exterior Cleaning work consists of.

One number, with its leash on. The Hartford reported in December 2025 that water and freezing damage was about 22 percent of its small-business claims over five years, averaging $34,600. Their category is wind-driven water and burst pipes, not blocked drainage. Water is the expensive category. That is all that number says.

How often, by tree cover and roof type

A strip center off Rivers Avenue with oaks over the back elevation is not the same building as a distribution box at Nexton with nothing overhead.

  • Twice a year, spring and fall, is the IBHS baseline, and more often where leaves have clogged the system before.

  • Heavy canopy over the roofline: our crews run those quarterly. That is judgment from what we pull out, not a published standard.

  • Aging asphalt shingle or modified bitumen: watch gutter bottoms and drain bowls for granule buildup, whatever the interval.

  • After any roof-related contractor work, inspect. IBHS says so, and the wood-in-the-drain photo is why.

  • Before hurricane season. IBHS puts roof drainage systems on its seasonal inspection list for businesses, alongside roof covers, metal roof edge flashing, roof-mounted equipment, roof hatches and skylights.

The walk you can do yourself after the next hard rain

No contractor required. Do it twice a year and you will catch most of what matters.

  1. Within a day of heavy rain, walk the perimeter for the overflow signature: splash staining on the wall, a washed-out planting bed, a rut at grade, water pooling at the base of a leader.

  2. During a storm, from the ground, watch where the secondary system discharges. A scupper or overflow pipe running means the primary drain is not carrying its load. Photograph it, timestamp on.

  3. Forty-eight hours after rain, in drying conditions, check a low-slope roof for standing water. Professional Roofing, the National Roofing Contractors Association magazine, gives the long-standing criterion: no ponding water 48 hours after a rain during conditions conducive to drying.

  4. Standing water in a gutter with no debris in it is not a cleaning problem. IBHS calls it a sign the gutter is not sloped properly to the downspout.

  5. Check the bottom of every downspout. If water backs out at the boot, the blockage is below grade and cleaning the gutter will not touch it.

  6. Write it down: date, location, photo.

Where we stop, and a roofer starts

Here is the honest limit on what we sell. We clean and we document. We do not re-slope a gutter, replace a drain bowl or clamping ring, reseal a seam, or touch the roof membrane. Water sitting in a clear gutter is pitch, and pitch is a repair. A leader blocked inside a wall is a plumber. A roof still ponding past the 48-hour criterion is a roofer's call. We hand you photos and a plain description of what we found, and you call the right trade. A cleaning contract does not buy you drainage that works. It buys drainage that is clear, plus early warning on what is outside our scope.
